What it is
HE stands for high efficiency, and it describes a washing machine rather than a detergent. High efficiency machines use less water per load than older designs, and a detergent sold as HE compatible is being described as suitable for that lower volume of water. ENERGY STAR, the federal program that certifies efficient appliances, publishes what a certified clothes washer is and how its water and energy use is measured.
Who defines it
Nobody defines the phrase HE compatible as it appears on a detergent box. ENERGY STAR is a federal program and it certifies washing machines against published criteria; it does not certify detergents, and the letters HE printed on a box of sheets are the seller describing a fit rather than a body granting a mark. This is the most concrete of the five words on this site and it is still not a certification.

The reason this word leads the set is that it is the one people trust for the right reason and then over-read. A shopper who has an HE machine and reads HE compatible has genuinely learned something useful: this product is sold for this machine. What tends to happen next is that the phrase quietly expands. It starts to feel like an endorsement, then like a safety grade, then like permission to skip the rest of the label. It is none of those. It is a statement about water volume, made by the seller, about a machine standard that a separate federal program administers for machines.
